So, along with the other new blocks that will be coming out with the next release of the Usefull_Cobble... there will be a tree.
I am calling it bright wood. You can probably guess what is so special about it.
There will be a few other things coming out along with it, but for now, those shall remain a secret.

Will the planks created from bright wood subsequently also be 'bright', like the camo light blocks mod?

The bright wood trees were released in MC 1.4.2 or somewhere there abouts, but to answer your question, yes the bright wood planks give off light like the bright wood logs.

How do you configure the coding for something like that, I'm curious. Do you just splice the torch coding in to the block and edit the particulars of light level initial, spread, etc?

I simply created my own block for the bright wood trees and set the light level to what I wanted. It is part of the vanilla Minecraft code to set the light level of blocks. That is how torches, redstone torches, redstone ore, glowstone, fire, and any other light producing blocks do it.
